Mr. Rios is a Fulbright Scholar with a Master Degree in Economics from Rutgers the State University of New Jersey, USA. He has more than 20 years experience in international financing of development projects. His field experience covers Argentina, Bolivia, Colombia, Ecuador, Paraguay, Peru and Uruguay.
