Cogeneration and Wheeling of Electric Power investigates the potential for increasing cogeneration by wheeling power through an interconnected utility to another utility or industrial plant. Technical and institutional constraints as well as potential solutions are explored. Issues examined include markets for wheeled power, regulatory considerations, decoupling electrical and thermal power production, consideration of the interconnected utility, operational constraints, and contracting issues. Wheeling projects involve many different decision makers: managers (all levels), engineers, lawyers, economists, and utility regulators. The intent of this book is to facilitate communication among the decision makers involved and to present institutional issues and project design options that should be considered. For example, regulatory constraints are explained for engineers as well as design options for improving project economics.
